China Issues New Guidelines to Strengthen Gas Hazard Management in Coal Mines

China’s National Mine Safety Administration has released a new set of guidelines titled the Measures for the Assessment of Coal Mine Gas Control Capabilities, aimed at improving safety standards and preventing gas-related accidents in underground coal mines.

Under the new rules, assessments will be triggered in specific situations: when a fatal gas accident occurs; when a gas incident affects three or more people; when gas concentrations reach or exceed 3% for more than 10 minutes due to inadequate control (excluding power outages, ventilation halts, or drilling operations); or when deemed necessary by safety regulators. These evaluations will be led by provincial coal mine safety authorities, with support from the corresponding provincial bureaus of the National Mine Safety Administration.

The assessment process will examine various aspects of gas control, including organizational structure, staffing, management systems, equipment, control measures, and safety investments.

Mines that score 80 or above and have no "unqualified" indicators will be considered capable of managing gas risks. Those scoring below 80 or flagged with any disqualifying issues will be deemed unfit. Companies found lacking must implement corrective measures and may only resume operations after passing a follow-up assessment.

The guidelines also call for periodic re-inspections of mines previously rated as compliant. Mines that fail to meet safety standards must halt production immediately and report their status to local governments. Any company found to have submitted false information or manipulated the assessment process will face legal consequences in accordance with relevant laws and regulations.
