China is ramping up support for green hydrogen with the release of two new policy initiatives led by the Ministry of Industry and Information Technology (MIIT) and the Ministry of Transport. The moves signal a stronger push to expand the role of renewable hydrogen in decarbonizing industry and transportation.
In the industrial sector, the MIIT, together with the National Development and Reform Commission and the National Energy Administration, issued an Implementation Plan for Accelerating the Use of Clean and Low-Carbon Hydrogen in Industry. The plan promotes the large-scale application of green hydrogen—produced using renewable energy—in sectors such as chemicals and metallurgy. It aims to replace fossil-based grey hydrogen through innovation and cost reductions, offering a practical path to energy savings and emissions cuts.
In the transport sector, ten government agencies, including the Ministry of Transport, jointly released the Guiding Opinions on Promoting the Integrated Development of Transportation and Energy. The document outlines steps to increase domestic green fuel production, establish dedicated fuel bases, and promote the adoption of new-energy vehicles such as hydrogen-powered heavy-duty trucks. It also calls for the development of national standards for the production, storage, and use of green fuels.
As a vital tool for deep decarbonization in the transport sector, green hydrogen is receiving growing policy and market attention. These coordinated efforts are expected to lay a stronger foundation for the long-term growth of China’s hydrogen economy.
